Help Cheapest/best android [used or new] device non activated?

THANKS in advance. Need ideas.... If anyone can give me a few ideas of the cheapest/best android [used or new] device that I can get to use on wifi only and not activate it on a cell network it would be greatly appreciated.

It might help if

a) we knew whereabouts on the planet you are....
b) what you mean by best, its really subjective, screen size, memory, warranty, performance, brand,
c) what type of device, watch, phone, tablet, tv media player
d) what sort of budget are you looking at?

b) what you mean by best... dont really care about most of it want to spend like $30. it for my little kid who wants to be able to get on the web, take pictures, a little video here or thereand dl a few apps.

d) what sort of budget are you looking at?... 30 50 max.

thanks for the link. i actually bought a sprint 510 htc desire for 49. the issues i am having with that now are [1] it keeps nagging me to activate it which I dont want to do. anyone know how to stop the nag? also i have been trying to find an ez guide to rooting. should i bother? havent ever rooted any phones and not sure i want to get involved if its not ez. if so... what do i do? unlock bootloader, then root then add a custom image? is that it?

I'm guessing it's because your desire was locked to sprint that it nagged you (there's probably an app you could disable to stop that but I don't know which).
So you should get an unlocked phone next time :thumbsupdroid:

Are you in airplane mode, then turn on wifi (if wifi desired)?

Not sure if that will stop the nag or not.
 
I've been considering rooting for a while now, but I'm not sure I want to invest the time in learning my phone again.

Anyone know of an app? although i think i figured it out it only nags on reboot for 5x and then stops.

thanks i did put it in airplane mode but it still nagged but never the less a good idea. i also looked at this link prior but i am getting cold feet when i read it doesnt work for some and you need to unlock bootloader first. getting confused and not sure where and who to trust with DL?
