I don't know about a dialer on the lock screen: kinda defeats one of the main points of a lock screen!

My girlfriend never used to lock her phone until she had one stolen and in the couple of hours before she reported the theft, the thieves had racked up $500 worth of calls - mostly to South America and Africa - that she had to pay for.

Apparently, the theives were going around bars selling people from far off places calls home for a couple of bucks.
