Help Chrome red box flashes randomly

The other day I noticed that sometimes when I tap in places in Google chrome, a red box appears around the edge of the screen. I googled it and it said to disable the strict mode and I didn't even have that enabled in the first place. Ideas?

I've got the same problem, it happens on only chrome since the September update, I downgraded the version and it stopped
