No AT&T did not start advertising until the standards were lowered.

This was dicussed a while back and since the FCC or IEEE or whoever has not actually set any official standards or criteria defining exactly what 4g is, you cant prove or disprove that AT&T currently has "4g" capabilities.
At&t is still in the process of an "enhanced backhaul" upgrade to incorporate HSPA+ and LTE in to the network.
