My brother was playing with my android, and he accidently cleared some of the data. And now my browser and camera won't work! What am I suppose to do!?

Well first I'd beat your brother with a big stick!
I am not sure how deleting data would impact on either the browser or the camera so I would think other things might have been fiddled with.
Do a soft reset ie power off and take the battery out for a while. If that doesn't work you are probably heading for a factory reset.

I am not sure if a stick would do the job perfectly, perhaps put your android in a sock and try that out
