Help closest server in in ensenada

ok so i live near los angeles, and when i use the speed test app it looks for the nearest server and it takes me to ensenada. i did change the secondary ha ip. the reason i changed it was because i get low signal at my house and i was reading on forums and it said that could improve signal strength. it had something to do with choosing what tower to connect to. when im at work in los angeles if i try the app it does say los angeles and i do get full bars. does anyone know where i can find the ha ip address for my area? but i changed the ip back to the one it had and that it still the nearest server it finds. how do i fix this?

I explained this before somewhere else but I dont remember where I will give as condensed a version as I can.

the speed test app looks for your external IP address, if you dont know your IP address is a 8 to i think 13 digit number with .'s in it looks like this 192.168.1.1
Each IP address is geographically tagged, meaning each ip address has a physical location associated with it. After determining your IP it looks for the closest server to that IP address. Cell phones(cdma based though, LTE and wimax use a different system) are different the signal is bounced around the cell network till it gets to a free server that it can connect too at that point it gets an IP address but that server could be several hundred miles away from your physical location. and so its closest server is not near you.
