I experience the exact same thing on my LG Optimus Slider. Happens whenever I try to report a problem with the Facebook app. And there's NO help on Google's website.
Try these one at a time and see if one of them works.
1 - Force stop Google Play store, clear Google play data and cache. Reboot.
2 - clear Download manager data and cache. Reboot.
3- uninstall Google Play Store updates. reboot.
