Help Computer ports don't exists when i hook in my phone?

Is it usually not in here? I have my phone connected to my computer, and i need to access my ports to my phone in order to change some settings in it.

Anyway to gain access to these ports? (I need the HTC Diagonstic Interface (COM3)

I did it once..and changed my banner to "Ohai" but now i cant seem to get it back? I have uninstalled all my usb drivers..
