Help connect to pc

when connecting my phone to my computer via the micro usb cable, my computer does not recognize the connection. it's only after i restart my phone that it will recognize it. the phone setting is always set to "disk drive". any suggestions?

Is this a windows computer? If so, do you have the drivers? Do you go through all the steps to enable disk mode?
