Help Connecting one phone to another's mobile hotspot

I tried connecting one Verizon phone to my Verizon phone's mobile hotspot network (2.4 ghz, wpa security). Didn't work; the first phone recognized my mobile hotspot network as present, and I never got the notification that the password was wrong (because I'm sure it was right).

However I then tried to connect that first phone to a different mobile hotspot network phone, and this time it worked. The only difference is that this phone is on AT&T, not Verizon. (Exact same phone as mine.)

Is it impossible to connect one Verizon phone to another Verizon phone's mobile hotspot network?

Maybe Verizon block tethering?

Turns out the problem was that I needed to let all devices connect, but I had it set on allowed devices only and the first phone wasn't on my allowed devices list
