Help connecting to server

I'm connected. It says I have good to excellent signal, but continues to say can not connect to server. this is only in one area...What can I do about this

1. What are you "connected to"?
2. What says you cannot connect to server? i.e. an app, your browser
3. What area are you referring to that doesn't work?
