I'm from the US but am in Canada until the end of September. I want to order one but I'm not sure if there will be any differences between ordering it while I'm here or when I get back home.
 
If your already on a contract and want to upgrade, then that won't be a problem. If you want to start a contract from scratch or just buy the phone outright, i would suggest asking the vendor.

The ordering process should be the same. If I were you though, I'd order when you get back to the states. Just to avoid any billing issues. As it is, it already seems as if there are some bugs. I am still waiting for my cancellation email so I can switch to the 16gb.

Bugs? I haven't seen this, I'm not naive enough to think there won't be any but I haven't read about any.

Well the issue comes when you try to cancel an order. Aparantly google has a third party running payments for no purpose at all
