Apps Create android market like google play

hi all,
i want to create a website to publish local apps like google play and i want to create a android application to access these apps for install on client smart phone, Please someone who know these issue gives me some way to have this.

I'm sure it can be done just I don't know how and really this seems to be a development issue so I'm going to move this over there.
