Help Creating Folders for apps

How do you make folders for apps? On my EVO 3D you could just long press on the screen and it gave you the option of creating a folder but I cant figure out how to do it on the One S.

Long press on an app icon, then shoving it over an other app icon will create a folder on the home screen

Ok, now could anyone tell me what the edit pop up is for when you long press on an icon and at the top it has remove or edit at the top?

The edit tab you mention is for your widgets.
