I thought it would've been? If it's not, you'll most likely need to root and install a custom ROM to get it.

If you want to add features that require access above what is granted to normal users, you will need to root your phone to gain superuser access. Quite a few roms already come with the CRT animation.

Yeah, all custom ROMS will require root.
