Root Customizing the notification bar

Is there an app/way to customize the notification bar? Mostly I just want to mess with colors and textures, not so much the icons.
 
Not aware of any apps. You'll either have to learn how to theme or apply already made themes or modify already made themes to your liking.

You can try the UOT Kitchen to make a theme for you. But won't really teach you about making/editing themes.
