Help Data roaming

Hi all,

In order to turn off data roaming and all other stuff that might incur costs, do I need to just turn off:

Use packet data
Data roaming

Is it just these 2?

Can I have background sync enabled? Does sync use my wifi?

Also, I set up accuweather, my email accounts and yahoo news. Do these apps access online info using wifi?

Once you turn data roaming off it shouldnt use any data while roaming, if you use wifi the apps data will go through it
