does anybody have a clue what the files in here do... data throtling???

I wonder if the backdoor shabby kernel closes effects the carrier being able to throttle...
 
Throttling is not something you should have to remote into a user's phone to control.
Depending on the carrier, pretty sure it's handled by some sort of carrier-side monitoring voodoo with numbers (i.e. active number xxx download exceeded y megs in z day cycle, lowering bandwidth rate to it until this date).
If they do have to remote in just to throttle, well, that's pretty archaic and insane.:p
