Help Data usage discrepancy

I'm abroad at the moment so when I can't connect to wifi, I use mobile data sparingly. I've restricted background data, which helps a lot, but when I go into data usage settings a lot of data seems to be used by Android os, and the figures don't seem to add up. I'm just wondering whether this data is actually being transmitted over the network? Can anybody help?

I've actually checked my data usage on the phone and compared it to what is on my Telus account and so far every month it's been exactly the same.
 
Suppose the question here is does the stock Data Usage counter clock wifi and cellular data or just the cellular?
I honestly dont use wifi enough to know tbh
