My sister is letting me use her htc inspire ( my phone was stolen) and i downloaded lookout app on it. After doing a scan it said that "com.android.debugtool is riskware..." and that i should uninstall it. Went to settings>applications>all then scrolled to aforementioned app. All the options on next screen were grayed out including the one for uninstalling. I could still see the name of each box but when I tapped on uninstalled it said app was not uninstalled. Is there another way. I think this app is why I keep getting message that google play services has stopped.

Pretty sure that's an innocuous package name for old-ish HTC devices.

A Google search shows references for it in some HTC device, but I don't see it on my 2009 HTC Droid Eris.

Not sure why you're getting FCs on Google Play Services, but I'd guess it's not because of that package.
