I truely and honestly don't think that's it.
I think Samsung actually thought "People buy the phone, and when they want newer, they buy newer". Heck, that's how it's worked for the past fifteen years of mobile phones, so why not?
NOW, though, they're screwed. They've probably pulled everyone off of B2 development to focus on the new phones, and it wouldn't make sense financially to re-assign them back again.
This leads people to drop not only the B2, but Samsung as a brand as Samsung doesn't look "reliable" on the Android Updates compared to other companies.
One can only HOPE that Android companies (not just Samsung) learn from this PR Flop, and ALL Android phones from here on out will get updated to whatever the hardware can handle.
And yes, this would mean the G1 should get 2.2 as well
