Help Device Management is running error?

My m8 started to have this "device management is running" notification that I can't click or swipe away. Anyone know what causes this and how to get rid of it?
 
There is a core service of the operating system that is known as device management (DM). I've seen it pop up momentarily in the notification shade during hands free activation, or when searching for system updates, for example. It disappears instantly when the activation process proceeds or the update search is connected and initiated. I also have seen it used to display an LTE Error (Sprint)

A regular reboot might clear it? Or a forced reboot might do it (Hold Power and Volume up for 10 seconds)?
You might see if you can clear it out by manually searching for a system update?

Google also offers a new Device Administration application. It is called Android Device Manager. Imagine if you've lost your phone or had it stolen, the service can be used to help locate, track, remotely access, lock, or erase/reset your device.
Settings -> Security -> Device Administrators -> Android Device Manager
 
I needed to go Settings --> About --> Software updates with my M8. Don't know why they changed, took me a little while to find.
 
There is nothing to update as far as I can tell. I'm on AT&T. The only way I can get it to stop is to go to settings-apps-and force stop htcdm. I really hope this isn't a problem I'll have to deal with for the next two years.
