Help Device Memory Low

I have a Samsung SII 4.1.2 android. Lately I get messages that device memory is low. I tried to move some applications to the SD card which has available memory 1.80GB and I get the message 'unable to move app.'. Note that the USB has available 10.38GB. Please could you help me?

Thank you, your instructions have been helpful. However I still have the same problem because the phone just can't move the applications to the SD card. When I try to move an application I get the message 'unable to move app.'.

Which apps, precisely, are you trying to move to the SD card as certain apps need to be in the phone memory to function?
