How about Wikipedia? Not really understanding what you are looking for since everything an average person needs to know about diabetes is in there. If you need more in depth info, you could start by buying books about it.

I suggest go to google play store and search diabetes. There seems to be quite a few. Not sure what you are looking for, tracker, menu, etc. but you can probably find something.
