So I just factory reset due to all the problems i was having on 2.2. When it started up, I got a welcome to droid screen, about how to use my droid and set it up. When I got my phone the first time I never got any of this?

Where did you get the phone, at a store? Most of them will go through all those screens before they give you the phone.

I think that screen is normal after a factory reset.

Fwiw, I just got my X and had those welcome and set-up screens show up when I initially inserted the battery and powered it up.

Did you buy a refurbished phone? Or is this a replacement? If it's a refurbished it will have a CLN(certified like new) code somewhere on your invoice.

Yep, that's what happened to me....I would have just as soon done it myself to understand the phone better....
