Difference between 4g 3 bars and 4g 4 bars HUGE difference for ya?

Ok guys at work I seem to get 3 bars of 4g... and i do speedtest. I can 8mb download.... if i have 4 bars of 4g about a 1000 yards down. i get 45mb download, is that normal to have such a HUGEEEEEEEE difference between 3 bars 4g and 4 bars 4g?
 
Hmm, ok forget that, i guess it super depends where u are. I went upsatirs and by window had FULL BARS of 4g.. i got 13mb download
