Help Difference between a battery pull and a shutdown?

As evidence, ever since my 2.2 update, power off works, but power on will hang at the M logo (> 30 minutes, then I give up). After a battery pull it starts up normally and quickly. My guess is it has to do with where it reads from to boot after the sequence, rather than anything to do with memory loss from the battery pull.
