Disable browsing

I think I have talked my cousin in CA into getting a Thunderbolt for her teen age son. I told her how I rooted mine and some of the cool stuff it can do. Well she was wanting to get him that phone but wanted the ability to track him when ever possible because he is autistic and has tendencies to get into stuff. Well he has already stumbled onto adult sites online and she was wondering, if she got him the phone and even had me root it for her, if there is a way to disable any web browsing on the phone? I tell her about the Look out app....and one other I have on my phone that is "hidden" (for her to "track him") and does even cooler things than Lookout but the name right now escapes me.

So I guess I am wondering whether she gets the phone rooted or not is there a way to disable all web surfing/browsing on the phone no matter what browser gets installed onto the phone?

Why does he need a smartphone then if you're disabling all the web capabilities? If he wants to play games on it then she should just get him a handheld console or heck even an iPod Touch.

I understand the tracking part which would be convenient using Seek Droid or similar, but paying $300 for the phone + mandatory data plan seems like a waste of money for a GPS brick that can make calls. There must be a better alternative for your cousin and her son that can do those things. With a bit of googling her son can probably figure out how to re-enable the data connection anyways.
 
I have to admit, this seems like getting smartphone to own a smartphone. If he is not browsing, then why? Email? Games? Honestly, if she does not trust him online then a smartphone is a dumb move.

+1 on the handheld console, and the iPod touch has the same browsing problem.

As for answering your question, I can imagine that installing an app like droidwall, setting it to deny all, then password protecting droidwall app access with any one of the app locking apps (could I say app one more time?) would be a work around.

Or just unistall the browser. But the ones on the market make this a less effective option.
