Do you have to have a 'windows' phone in order to utilize Internet Explorer 9, with full HTML 5 support?
Would be 'kick-a$$' if my Skyrocket would run IE9.

I guess so. . IE9 is exclusively windows browser. Wanna use it get windows phone I personally don't care much about html5 when time comes in sure mobile browsers will support it. But for now I'm staying with Dolphin HD.
