Apps Does Android have a Timer routine ?

Is there a timer within Android that can be set for a given interval and when the interval has elapsed to send a signal back to a listener routine inthe main programme. ?
Something like the way a button reacts when clicked.

Many thanks Friend for reply. I have had a look at the article but i do not think it is quite what I want. I need a very short Timer which at the end of the elapsed time will send some signal back which triggers a routine to perform some operation.
