Does flashing with stock rom (Odin) lock a phone?

Okay, so I bought a galaxy phone of Amazon that came loaded with Cyanogenmod and it did not work with AT&T so I flashed it with Oden with a stock rom. Now my question is, is the phone locked to AT&T now or I can I still use it on other networks?
 
Carrier unlocking is different from changing its rom. The phone will still be ATT (if it started that way) and i dont know much about US carriers (here we just enter a code and itl use any carrier) but in US the phones have like different insides between carriers so youll have to find out what arriers your model number is compatible with through flashing :thumbup:
What phone is it and whats the model number (under Settings, about phone)?
 
Thanks. I found out that it was locked. The phone is a Galaxy s2 Skyrocket. I ordered an unlock code for it. I am taking it on an international trip to Australia and New Guinea and I need it to accept foriegn sims cards.
 
Okay, but my question was not about this phone specifically, but about whether flashing a phone in general with a stock rom will lock the phone back to the original carrier.

Here is my problem. I bought the phone as an "Unlocked" phone. But it came with a custom rom that was glitchy. To fix the problem, I flashed the phone with the stock rom. When I inserted a non-AT&T SIM card, it asked for a network unlock code. Now, if what Funkylogik said is true, that rom flashing has nothing to do with network locking, then the seller I bought this phone from did not actually unlock the phone before sending it to me, all they did was flash it with a custom rom. In this case I need to leave them a scathing review. But if, flashing with the stock rom, does return the phone back to the locked state, then I don't need to leave a scathing, just a bad one because they put a glitchy rom on the phone or at bare minimum did not test the phone before sending it out, and they also did not answer my email for support.

My guess is the previous owner "soft unlocked" the phone through the custom rom that was installed, and why the phone was seemingly locked again after flashing the stock rom.

Once a legitimate sim unlock code is entered the phone should remain unlocked permanently as it's a mechanic of the underlying hardware firmware that does not change from system flashs of different roms.
