The Donut Development Branch is very real if you build using the repo's you will see it without a doubt... and yes, it is supposed to be 2.0. You can get the repo's to make your own builds here : Get source ?(Android Open Source Project)?

T-mo has 0 say of what google does with their OS. Sure, they talk with one another. But google can do what they want.
