First, some specs:
Nexus 7 2013
Build KRT16S
Android 4.4

So, for awhile now, I've thought that my router has been on its last leg. Lower upload and download speeds, dropping connection, the normal stuff. This has been going on for about a month or two, and I finally got around to looking into the problem today. Long story short, it's not my router - it's my Nexus. I use my tablet to frequently that I never made the connection that, hey, maybe my tablet is just broken!

Using the same speed test, the 2012 Nexus 7 had a download/upload speed of 16mbps/1mbps. My new Nexus 2013 has a ratio of 3mbps/0.1mbps.

This has definitely been going on since before the 4.4 update, but it has also gotten worse since the update. Youtube is basically buffering simulator website now.

Any advice on what could be going wrong here?
 
If the 2013 is under warranty, return it with a defective wifi antennae.

If both tablets are side-by-side in your comparison and all things are equal, there is a hardware issue with that big of a delta.

That's not what "buffering" means. It means that the computer is waiting, because the data is coming down slower than the app is displaying it.

I suspect a bad tab or an update that broke more than it fixed.

It also generates the same symptoms when the system is busy and unable to process the download stream.

Given nothing else, the two appear identical to a user.

That leads to the use of the term in context by the op - buffering simulator - that's not only accurate, but also pretty funny.

If it were me, I'd make a backup - Helium Backup if you're not rooted - then factory data reset.

Use it bare bones for a little bit, see if it improves.

If it does, restore your backup, see if it stays good or goes under.

If it goes under, then you have an app or two misbehaving.

If it won't get right running bare after a reset, then you know you have a bad device.

Thank you very much for the help! I do sell computers professionally, but sadly, my ability to work on them is somewhat limited. I'll look into Helium Backup right now and post the results. Thanks again for the help!
