Help Downloaded files not in the "Downloads" app

A strange problem continues on my G3.

When I download a file attached to an email (typically a PDF), sometimes it will show-up in "Downloads" app.

However, most downloads are MIA - simply not showing up in the app.

Is there a magical land of downloads that is being hidden from my eyes that contain these downloaded PDF files?

It should be in /sdcard/Download/ (or /storage/emulated/0/Download/).

That said, my G3's Download "app" or shortcut seems to not show my downloaded files either. That is, it's as if it doesn't "refresh"**. It frequently shows old files (that I have deleted) and not show the more recent stuff.

I just use the File Manager app instead, click All files, Internal Storage, and then Download. It's more of a pain than going directly there (which the Download manager app should do) but at least the file is always there. Personally, I use ES File Manager but the File Manager app will do just fine for this.

**EDIT/ADD: at first I thought that perhaps if/when I use non-native apps to do the downloading, then the G3 "doesn't become aware of the download" or something. However, I use the stock email app and stock browser to download the majority of my files, so that can't be it.

It may depend upon the app you are using. In my case, my email app gave me the choice to store downloads either internally or on the SD card. I think the stock download widget can only look at the internal storage for downloads.
