I unlocked/rooted my Nexus yesterday all went perfectly. Today I rebooted into boot loader, and received the message in my title. I am still running stock ICS 4.01 and was rebooting to find out what Version/build like Jakku or what ever. I was going to try to update to 4.04 manually. Could this be down loading a OTA update? If so how long does it take? If it not updating can I reboot safely? It has been downloading for over an hour! Where in my Nexus do I find the correct information to download the correct manual update ROM?

pull the battery and replace. Press PWR+Volume UPandDown ( kind of in the middle of the volume buttons) to get to bootloader.
you're not in bootloader mode you're in ODIN mode.
Holding PWR+Volume DWN = ODIN mode
Holding PWR+Volume UPandDown = bootloader mode.
