Downloads fail unless on wifi

I can not download apps or OTA's unless on wifi. file gold triangle download size requires wifi. this even happens on 4g Is there something in my settings that is preventing this that I need to change? Or is this normal. Any input would be apreciated

Settings | Battery & data manager | Data saver
Turn off Data saver

(When it is turned on, read the comment when you select Market then make sure it is off.)

Just downloaded a app in 4g Thanks for the tip . It solved my problem TomV
