You need a source to receive and encode the live TV signal. Either a service or Slingbox or similar solution. An app by itself won't get you live TV. Apps can't just magically access the airwaves/cable.
There's streaming TV apps too. Not really considered live TV but sometimes people stream live tv like sporting events. Ustream is one app that I can remember.
