Droid Eris Scroll bar getting stuck

My green scroll bar on my Droid ERis keeps getting stuck at the bottom of the screen. I have to remove the battery to reset it. This happens 1-2 times per day. Its getting really old fast.
 
You may have to do a factory data reset of your phone to clear it out and start again.
