I tried to install Apex through the app rom manager, but every time my phone started it would just freeze on the google icon. So I used an SBF to restore my phone, rooted it again, and tried to install Apex again through rom manager; but everytime I try to install it, the phone just restarts. Can anyone help me?

did you wipe data and cache before you installed apex? did you install the correct apex version?

i never download from rom manager, i download from this site, because it is all up to date information here, rom manager can be cluttered and outdated files.

what you need to do now is called sbfing, you may or may not be used to it, so time to learn if not :)

and btw, before you install a rom, make sure the rom is for your version of android. and always wipe data and cache

I appreciate your help! However I still run into problems. I did exactly what the tutorial said to do... but now i get stuck on the Apex screen. It just keeps repeating its self. I would appreciate anymore help you can give.

just boot to stock recovery and wipe data and cache, thats just the boot animation, you are in a bootloop (how long did you wait btw?)

if you waited 5 minutes and it didnt boot, boot to stock recovery
power+home release power when its turning on, but continue holding power til you see the android exclamation.

then hit vol up and down simultaneously, then wipe data, and cache, then reboot, and you will be fine
