It has not happened to me. You can download the RUU and install that.

try pushing the 2 halves of the phone back together. i have a cover on my phone and i have dropped it and the 2 case halves have come apart a little bit which causes the volume button not to work. try it

Might be able to get a new back cover at the store since the button is part of the cover. Pop the cover off and be sure the actual button on the phone works.

Try taking it apart and putting it back together if you feel handy and don't have insurance
