if im on cm9 do ii have to wipe full data?

Yep, if you're going to a different rom you need to do a full wipe. I use TWRP now but in CWM I used to
Wipe data/factory reset
Wipe cache partition
Under advanced, wipe dalvik cache
Under mounts/storage, format system, data and cache.
If you're updating the same rom, just wipe cache partition and dalvik.
