Dumber than goo

My friend's phone was stolen from her office. She got another one, but she can't set it up properly because googoo insists on sending a message to her old, missing phone despite being told that it is not available. Why are they that stupid? What can she do to get around this problem?
 
Find my device should be on her cell, and where she can track it down and write down the instructions, do print off the map too.
That should be alright, and she can have it also via pop up to get in on her p.c. too.
 
Find, secure, or erase a lost Android device
If you lose an Android device or Wear OS watch, you can find, secure, or erase it remotely. You can also help a friend find, secure, or erase their lost device with the Find My Device app.

If you've added a Google Account to your device, Find My Device is automatically turned on. By default, your device is set to the "With network in high-traffic areas only" setting so that it stores encrypted recent locations with Google and helps find offline devices as part of a crowdsourced network of Android devices. To get help from the network finding your items on your Android device, set a PIN, pattern, or password. Your device’s most recent location is available to the first account activated on the device.

Tip: To find, secure, or erase your Wear OS device, connect it to Wi-Fi or mobile data.

Be ready to find a lost Android device.

To secure or erase an Android device, make sure the device:

Has power
Is connected to mobile data or Wi-Fi
Is signed in to a Google Account
Has Find My Device turned on
Is visible on Google Play
If you use 2-step Verification, go to 2-step Verification backups.

how did you tell google the phone was not available? google is not stupid. it is setup that way to make transferring everything is easier. it is also to help keep the account secure. google can't make assumptions that the phone was lost or stolen.

the find my phone feature is the best way to ensure that a lost or stolen phone can be secured and wiped if needed. don't blame google for your friend losing the phone.
 
It wasn't lost. It was stolen. Somebody broke into the office and took it along with some other items. As bad as that was, the feeling of being personally attacked must be even worse.

well regardless, you can't blame google for this. once you wipe data from the stolen phone, she should be able to sign in and get the new phone setup with her google account.
