I just bought a used INC and it had a little hair under the glass. It blew right out with compressed air though. Is the build quality on this phone just that poor?

No...your phone just has a manufacturing defect. That happens with ANY phone. You should be able to get it warranty replaced even though you bought it secondhand (but only if something turns up again. You'll have a hard time talking somebody into it if it's not visible.).

I think I have a pice of dust under my screen. I'd be interested in hearing how you blew the hair out? Is it safe\easy to try and take these things apart to see if I can clean it myself?

I have read mixed results saying blowing anything in there could make it much much worse. I took a can of compressed air and blew it in the right side of the screen. Unfortunately though, all this did was blow the hair to the other side though its not visible on the screen anymore really.
I didn't take the phone apart, but it looked like that was pretty easy to do also. I would do that with extreme caution though. I googled and saw a few web pages that showed how to take it apart.
