Help edit permissions for the talkback app

So I really hate how Google just adds unnecessary apps without asking or something, but anyways is there any way to uninstall(probably not) the talkback app? Or to edit its premissions cuz everytime I get a call it says who's calling and if I could accept. THATS ANNOYING!!!! PLEASE help if anyone could thanks!!!!

I don't think TalkBack is the problem because TalkBack, Kickback, and SoundBack are apps for the Android Accessibility Service to help blind and vision-impaired users use their devices more easily but...
Menu > Accessibility > un-check Talkback

Sure that's not coming from Google Voice?

if so go to Google Voice on your PC
Click on the Gear (upper right), then Calls and turn Call Screening off
