My screen broke on my phone and I am trying to use Droid@Screen until my replacement comes in. One of the requirements is to have this enabled, which I am unsure if it is. Is there a way to enable it via USB?
Unfortunately no. You would need USB debugging enabled for the computer to communicate with the device... If it's not enabled, and the screen is truly dead, you're out of luck.
I'm guessing you've already been down this road but IF you can still see the screen but just cannot interface it due to breakage...and IF your device also supports OTG, you can use an OTG cable with a mouse hooked into it and run the device via mouse & pointer. Otherwise, what @Lordvincent 90 mentioned above is the unfortunate reality you face right now.
