Every time I go to open a picture for full screen or to play a video, I get asked to enable WiFi. Why? And how do I make it stop. It doesn't matter if I have a WiFi connection or not, is has to be enabled for me to view anything:

are you rooted?
are you using something other than the stock media viewer?
good chance you downloaded a media viewer & every time you go to open up a picture/video, that app is attempting to connect to the internet via wifi to download some type of metadata for any videos/photos you would view. try resetting your defaults for such programs.
make your stock Video player your default player & see if you can open the videos.
