I finally took my phone apart to try to get rid of the Epic 4G chrome ring that I have never liked. Spilling a full cup of coffee on my phone today inspired me to completely disassemble it to dry coffee off of the motherboard (it still works!).
With the middle piece out, I was able to sand off the chrome plastic finish using 150 grit sandpaper, then moved on to 220 grit then to 600 metal wet dry paper to finish up to a polished look. There was still a very thin chrome line around the keyboard tray when it was open, due to how the chrome strip is laid into a grove there, but was nothing a sharpie couldnt get
It is now a mat black color!
Note to samsung: if you release a slider keyboard phone into a market, don't put a freakin chrome band around the center the phone if you want it to appear thinner!
