Root Erased Stock "Phone/Dialer" App. Cannot Dial Out :(

After rooting my Evo, I then downloaded Titanium Backup so I could backup my apps and get rid of annoying stock apps! Erased some stock apps like Blockbuster and Sprint TV and everything was fine. Well then I erased the stock "Phone" app and now I can't dial out!!! I also cannot view "SYSTEM UPDATES" under "SETTINGS" from the main menu. It gives me a message that states:

"The application settings (processcom.android.settings) has stopped unexpectedly. Please try again."

I have tried to restore the app but it just says "Restoring App" continuously (30 min +) and never does anything. I also hard reset to factory but it still does not fix :(

Please help! I am lost and super frustrated! Thank you for your time and concern ;)
 
Since you have titanium backup learn to freeze apps to make sure there will be no ill affect then delete them. Will save a lot of headache such as now.

Your going to have to reflash your rom. Go into recovery wipe cache / dalvic and then install zip from sdcard navigate to your ROM and flash it again.
 
It doesn't sound like you have flashed a new Rom yet so there won't be one on your SD card to reflash over.
So you can either flash a custom Rom to your phone or flash the latest stock Rom which I have linked here.
Just follow the directions in the Rom & Kernel Download thread to flash it making sure to wipe Dalvick cache, cache, and data plus using a wipe file like superwipe. I'm assuming you have flashed a Recovery to the phone already after you rooted.

yeah i didn't realize he was on stock that early in the morning. :(
