Actually, you can become an app developer with no phone at all - the Android SDK contains an emulator that will run at 98% of the native speed of your PC. (There are several things that the emulator can not do - microphone input, give you accelerometer data, make calls, send SMS messages, etc - but it is still plenty usable for GUI development tasks).
