Help Error 495

So i got this error 495 this afternoon which prevents me of executing any downloads. they stand endless time trying to connect to no avail.
after making some searchs, i found out that by :

1 - turn of wi fi
2 - clear data on Google play services
3 - clear data on google play store
4 - restart
5 - turn on wifi
6 - go again and download whatever you want


this would get solved.

1) Include Download Manager in the apps you clear cache and data for. Turn off wifi, close Play Store, clear cache and data from all 3 (uninstall updates to Play if there's a button for that - it depends on whether you got any updates) and if that doesn't do it, see #2.

2) Download using your data connection, not your wifi connection. (Don't ask me how Google can screw that up - I've only been in this business for 40 years, so I have no idea how a server can tell that you're coming from a home router, not a cellphone gateway.)
